Well U can! Here's How....
First U need to find out what size of your banner is gunna be. I will give u the size u need.
Then u need to open your paint on your computer
Once u got into paint. Take the size of banner and put it to paint.

Once u got your size of your banner, U need to find a background for your banner. Put the background u wanted into your banner
I will use my background as the banner background
Once u got your background for your banner, Now u need a doll. If u are prem. U just have to make a doll that is non-Animated doll. When u are done, copy the doll and place into paint. U need 2 same dolls if u want to make your banner. One doll is turning left. One doll is turning right. After u are done putting the doll into your banner. U need to go really close and color the things that need white. Once u are done. U need to crop it first then save it. Then go to a photo hosting site! They will host your pic. And Ta-da your done!
